Horrible disappointing experience

This tour was at night about 30 minutes outside of town in an unpopulated area. We arrived at the time they told us to (8:10) and they never showed up. We stayed until 8:50, 20 minutes after the tour was supposed to start. We also called the tour operator about 15 times and messaged and they never answered. We paid in advance and it has been 2 days and several follow up calls and emails to both Viator and the tour operator and I have not received a refund yet. We live in Chicago and have a thick skin but they had us waiting in an area at night in a new city that felt unsafe. Completely unacceptable and unprofessional.
